Not yet confirmed at the government's own source. The requirements above agree across the sources we could reach, but we have not read them on the authority's own page. Treat them as a guide and confirm before you file. 2026-08-18: New Mexico's PED site is now REACHABLE (the relay's US egress cleared the 'Country Blocked' response it gave Canadian traffic), but it answers automated requests with a CAPTCHA challenge at /.well-known/sgcaptcha/. That is a deliberate access control and it will not be worked around. NM therefore cannot be verified by any automated route: it needs a person to open the page, or a written enquiry to the Public Education Department.
