2026-08-18: New Mexico's PED site is now REACHABLE (the relay's US egress cleared the 'Country Blocked' response it gave Canadian traffic), but it answers automated requests with a CAPTCHA challenge at /.well-known/sgcaptcha/. That is a deliberate access control and it will not be worked around. NM therefore cannot be verified by any automated route: it needs a person to open the page, or a written enquiry to the Public Education Department. The requirements below remain as corroborated, unconfirmed at the source.
