Who actually reviews your child
The registering official of the school division / conseil scolaire. The authority has 30 days from receiving the notice of intent to act, and assesses satisfactory educational progress from the annual progress report plus what was agreed in the Written Education Plan.
Form (live 2026-08-19): if previously registered, by AUGUST 15; otherwise at least 30 days before start of September instruction and in any event by AUGUST 15. Other 30-day triggers on the form. Regulation s.4 does NOT print those calendar dates, they live on the form/manual, not in E-0.2 Reg 23.

Must give the full name, gender and date of birth of each student, and the full name, address and telephone number of the parent(s) directing the program.
Filed with the notification. Registration is valid only to the end of the school year (June 30).

Must contain: the philosophical approach and the reason for the home-based education program; the education activities, instructional methods and learning resources for the coming school year; three broad annual goals in each required area of study; and the means of assessing and recording each student's educational progress. Broad annual goals in health, arts and physical education are optional.
Once NEAR THE END OF THE SCHOOL YEAR, at a time set by the parent and acceptable to the registering official. The precise timing is agreed in the Written Education Plan before registration.

One of three formats, parent's choice: (a) the portfolio of work in sufficient detail for the authority to assess progress; (b) results of a nationally normed standardized achievement test; or (c) results of such a test administered by the parent or another person at the parent's expense, with evidence of that person's qualifications and an interpretation of the results.
By AUGUST 15 of each year. Registration expires June 30; it does not roll over.

Produced to the registering authority if a dispute goes to the regulation's dispute-resolution process, and handed over if the program is terminated or cancelled. SECTION NUMBER UNVERIFIED: the dispute-resolution section of E-0.2 Reg 23 was not re-quoted on 2026-08-19 - the old 'Regulation 21' cite belongs to the superseded numbering.
